Frederick County is developing a program known as the Neighborhood Conservation Initiative (NCI).

The purpose of NCI is to reinvest in and stabilize neighborhoods most affected by home foreclosure.

The Frederick County Neighborhood Conservation Initiative, NCI, offers an opportunity to eligaible homebuyers to

buy a home that was previously foreclosed. Not currently finded, the NCI will be available in the ZIP codes of 21701,21702, 21703,

and 21716 only.

This program will have two components (1) a down payment and closing cost assistance program to buy a previously forclosed

 and (2) a resale program of a rehabilitated previously foreclosed home.
